Relevance of the proposal to the specific objectives of the Action
The projects aims at promoting excellence in teaching and research in the field of European Union Legal studies in the form of specific specialized teaching on European Union developments. Law Education Program of SSU includes several other courses on EU law (Law of EU, European Law), which allow student to get knowledge of the characteristics of the European Union as an international organization – its principles, values as well as origins and dynamics of the process of European integration. Some of existing courses deal with matters of EU law (Comparative Law, International Mechanism of human rights protection, International private law and International public law, International Civil Litigation, Values of European Union etc.).
However, it should be noted that these disciplines do not include the consideration of narrow specialized issues related to the topic of the module. Therefore, we propose to create a new course «European standards for protection of rights of consumers of financial services» and provide it in a law students and international law student’s curriculum.
The proposed course will provide for the introduction of topics containing information about the structure of EU financial legislation, authorithies regulating the financial services markets in the EU, the procedure for regulating the activities of organizations in the financial services market, the procedure and methods of protecting the rights of consumers of financial services, etc., related to the main topic of the course.
The training and teaching of these disciplines requires using the maximum amount of modern methodical techniques relevant to the teaching of specific topics and ideas (made under a serious scientific and practical substantiation assured by the research component of the project), providing interactivity, problem solving and practical emphasis in training.
Achieving of this objective of the module also obtained through the appropriate course structure and teaching methods. And this objective is met by the main activity of the project – the teaching activity. So, in the project framework we are going to strengthen student’s knowledge and expand the range of their interests with respect to the EU, studying the new Course mentioned above, developed for 3-year, 4-year students via using new teaching tools, especially blended-learning.
The use of the above methods can also be attributed to the achievement of another goal: it creates interest in the EU and constitutes the basis for future European knowledge, especially in partner countries, since by developing legal awareness and knowledge in the respective field of students, we extend the scope of application knowledge of future specialists in the field of law and, accordingly, the number of respondents who benefit from enforcement is increasing.
Recall of the objective «fosters the publication and dissemination of the results of academic research», we will prepare and publish a manual on «European standards for the protection of consumers of financial services» in order to disseminate information on the topic of the module to the target audience.
Due this objective we also decided to select the annual training for additional ways to achieve these goals. Since the training creates informal, easy communication, which opens up a variety of options for development and solves the problem for which it was gathered. The training form will cover the entire potential of the participants: the level and extent of their competencies, independence, decision-making ability, interaction, etc. The annual training will be addressed to law clinics community: law clinics curators, coordinators and consultants. Other participants from academic community and law practitioners will be involved. The choice of such target audience is not accidental as the main purpose of any law clinic is to provide verbal and written consultations by students – consultants under the guidance of teachers for socially – vulnerable categories of the population who are not able to get paid legal services. We believe, the training will contribute not only to the promotion of the module, but also in fact, due to the acquisition of practically oriented skills students, will ensure the main educational goal of the project.
Also speaking about the dissemination in this case we also want to highlight the next points. The law clinic network in Ukraine presented by about of 50 clinics operating at the Ukrainian universities. Giving the consultations on civil, family law and other matters, consultants and coordinators of legal clinics cannot always help with specific issues relating to the protection of consumers of financial services, so the Training within the module will attract a large number of interested coordinators and consultants and facilitate the dissemination of information EU, European legislation and the module topic in particular.
The purpose of the round table is to identify a range of opinions on the problem; from different points of view, discuss controversial issues related to the problem posed for discussion. As a result of the discussions, proposals will be published in the collection of materials of the round table and placed at the special section of the site of Department of International, European Law and civil legal disciplines that contains information about the module.
And of course in the context of meeting the objectives of the Jean Monnet Modules Action it is necessary to recall such two long-lasting and sustainable outputs of the project as:
– Open Electronic Resource of the Project which will serve as a platform for communication among faculty, scholars, students, NGOs of different states, for sharing students’ works and informing the public at large about the project and as an open educational resource;
– Creating, as a result of the project activities, of a permanent network of regional cooperation in the research of the European standards for protection of rights of consumers of financial services.
